Custom procedures on CIM Consignment note

Custom procedures and their impact on the CIM consignment note

With the phasing-out of the simplified transit procedure for rail and the switch to NCTS 5 or other customs procedures, the use of the CIM consignment note as a customs transit document and the use of certain boxes on the consignment note to provide customs information are no longer necessary. The end of the simplified transit procedure for rail is not, however, subject to a uniform and simultaneous implementation deadline for all EU Member States (probably in the first half of 2025). However, the differences in procedures between countries will have a direct impact, especially as the transposition deadline expires at the end of 2024.

 

CIT work in the field of customs

At the 34th meeting of the CIM WG in June 2023, in light of the phasing-out of the simplified transit procedure for rail, the implications for the specimen consignment note were discussed at the proposal of rapporteur Lothar Schneemann. After detailed discussions of three possible options, option b), non-use of box 99 “Customs endorsements” in Appendix 2 GLV-CIM, with an unchanged format for the specimen consignment note, was chosen unanimously. The CIT GS will ensure that this is done during subsequent work to adapt the model of the consignment note.

The same solution should be adopted for box 58 b) “Simplified transit procedure for rail” in Appendix 2 GLV-CIM, given that with the phasing-out of the simplified transit procedure for rail, it will no longer be necessary for the contractual carrier to request its application. Once the simplified transit procedure has been phased out, a thorough revision of the CIM Consignment Note Manual (GLV-CIM) and the CUV Wagon Note Manual (GLW-CUV) should be carried out. For cost reasons, an overall solution is envisaged. The starting point will be the entry into force of NCTS 5 and the temporary adaptation of GLV-CIM and GTM will be taken up retroactively. Based on current information, this should take place in the first half of 2025.

Upgrading the CIT freight products

With the upgrading of CIT products, three new products can become customs-relevant: the checklist for irregularities for the carriage of dangerous goods and waste, short information tables on the organisation of specific transport types, namely the carriage of waste and the sealing of wagons, and finally new supplements to the CIT freight documentation, namely the handbook for the CIM consignment note and the GTM CIT freight traffic handbook based on the decision of the CIM Committee of March 2024 and in effect since 1 of July 2024.

With the active participation of CIT in the CER Customs Working Group’s “NCTS 5” subgroup, the next step will be the re-examination of the customs procedures codes in Appendix 27 GTM-CIT, which will have implications for the CIM consignment note once the simplified customs transit procedure for rail has been phased out.
