Latest Joint Sector Group (JSG) meetings take place in Bern

In late February 2023, the latest series of expert meetings regarding the TAF and TAP TSI revision and implementation at sector level in the framework of the JSG took place at CIT headquarters. The TAF and TAP RU/IM Joint Sector Group (JSG) was set up in October 2012 as a voluntary organisation and is now supported by 14 European associations, including CIT, involved in the implementation of the Technical Specification for Interoperability relating to the subsystem “Telematics Applications for Freight services” (TAF TSI) of the of the rail system in the European Union.

Since January 2014, the JSG, in collaboration with the project team dedicated to the implementation of the “Telematics Applications for Passenger services” (TAP TSI), has included the technical management of the common part of the two specifications (Railway Undertaking/Infrastructure Manager IT communications). In order to effectively implement the regulation on telematics applications, an efficient sector-driven organisation is required specifically to harmonise and coordinate the sector’s work plans and agree a common sector position vis-à-vis the European Union Agency for Railways (ERA) and the Directorate-General for Mobility and Transport (DG MOVE) whenever required.

The main tasks of the JSG are:

  • To prepare and present the rail sector positions to the TAF/TAP Steering Committee.

  • To coordinate management of the rail sector’s change requests (CRs) of the TAF IT specifications submitted to the Change Control Management (CCM) Working Party for TAF/TAP RU/IM communication managed by the European Union Agency for Railways.

  • To support the assessment process for TAF TSI implementation managed by the European Railway Agency.

TAP TSI is relevant for passenger Railway Undertakings (RU), Infrastructure Managers (IM) on whose networks passenger rail services can be performed, and Station Managers (SM). Companies dealing with the implementation of TAP should read all common parts valid for both TSIs and the specific TAP-only sections. TAF TSI is relevant for freight RUs and IM on whose networks freight rail services can be performed. Companies dealing with the implementation of TAF should read all common parts valid for both TSIs and the specific TAF-only sections. CIT supports the work of the JSG in both relevant sections and advises its members on legal and documentation matters.
