Dear readers,
The 11th Berner Tage on rail transport law took place on 9 and 10 June 2022 in Bern. Around 80 rail transport law specialists from across Europe took part in the two-day conference, which provided much food for thought and valuable learning.
As luck would have it, the 2020 Berner Tage took place just before the pandemic and the 2022 Berner Tage just afterwards, once more in-person. After two years of having to meet virtually due to the pandemic, participants greatly appreciated the chance to see one another again in the flesh. Their appreciation of an in-person event was demonstrated by the keen interest shown in the many presentations and the lively discussions that ensued. The Berner Tage were also the occasion to celebrate CIT’s 120th anniversary in style.

The 11th Berner Tage on international transport law
Held on 9-10 June 2022 in Bern and attended by over 80 representatives of railways, institutions, universities and the legal community, discussions at the 11th Berner Tage focused on the latest regulatory developments and the impact thereof on transport law.
Joint Workshop CIT – OSJD – TRACECA – UIC
Permanent Secretariat of the IGC TRACECA under support of the international railway organisations CIT, OSJD, and UIC organised a joint workshop with the aim to support and promote the wide application of the CIM/SMGS consignment note including its electronic version on TRACECA railway routes through Azerbaijan, Georgia, Türkiye and Kazakhstan.

CIV Working Group incorporates latest amendments to PRR into the CIT products
Regulation (EC) 2021/782 on rail passengers' rights and obligations has entered into force. The recast renders necessary wide-ranging amendments in the CIT Passenger products.
Berner Tage – Passenger Transportation
The revised Passenger Rights Regulation (PRR), latest decisions in passenger transport and multimodal solutions and challenges for the contract of carriage were some of the highlights of this year’s Berner Tage and CIV session dedicated to passenger transportation issues.

News from the 32nd meeting of the CIM Working Group
The 32nd meeting of the CIM WG was held as a hybrid meeting and was chaired by Cristian Cuenca (DB Cargo) at CIT headquarters in Bern. In accordance with the decisions taken at the 25th meeting of the CIM Committee, all updated and newly digitally-signed versions of the CIT freight products have been posted on the CIT website at https://cit-rail.org/en/freight-traffic/products/manuals/ and entered into force as scheduled on 1 July 2022.
2022 Berner Tage: Freight traffic workshop
The Berner Tage on 9-10 June 2022 discussed three major developments which in the freight context are currently affecting rail at various levels: international, intermodal and digital. The surging digitalisation that rail is presently experiencing should not cause us to overlook other major concerns: possible revision of the CIM Uniform Rules, issues relating to customs procedures, and possible new functions to be supplied by transport documents.
Updating of IRS 40426 in relation to the use of electronic seals
The Group of Experts on Seals is helping implement the proposed changes concerning electronic seals. Work updating the relevant documents also continues.
