UNECE - Standard on Public-Private Partnerships in Railways
The development of railways has traditionally involved the provision of sufficient infrastructure and its continued use by rail operators.
In addition to construction based on public procurement, the nfrastructure needs have led to launch some public-private partnerships (PPPs) in the rail sector.
The financing and implementation of rail facilities under PPPs is also based on safe and long-term operation by rail operators, particularly for cross-border infrastructure.
As there are several contractual approaches for PPPs, most of them can be secured by common rules for the use of PPP facilities by railway undertakings.
Among several norms, UNECE has issued standards for the PPPs in railways. The CIT products can also participate to an efficient use by railway undertakings.
